I think they are set up to apply pressure on an account that is due to expire. Best idea is to get a code with do not disturb and turn it on when you are doing something important. Im mentally ill and have an aversion to phones, so usually I just let it ring.

I get a call from this number every saturday morning around 10. my phone says it's from British Columbia, and leaves a message for "Liliana Martindale" or something. It's quite obviously a computer but I don't really see the point of leaving a message with a random person's name.

Why do these people keep calling me?  I have no debt so Why?
