they keep calling my f***ing phone when im sleeping

I received two calls today: one from (250) 370-9251 with a message "hold on, there is an important message" but no message came on.  When I tried to dial the number, it did not work.  Minutes later, I received another call from Money Mart +1 877-233-9511).  I phoned this number back and requested them to remove my number from their list.  They asked me if I knew a Colin Roy.  I advised them that I don't.  Either they are calling people at random or, Colin Ray may have been the owner of my newly acquired home number. They call me at least 3 times a week looking for a name of someone I cant pronounce ,they say ill take you off the call list but to no avail..Whats up????

Anyone know who this is?  When I call it, I don't get a ringing signal...neither does the operator.  It's apparently Victoria BC area.
