Called my cell number (also area 250) twice and is clearly some sort of SPAM or scam or marketer, though I didn't answer.

Dave, this is a Skype number. It is being used for a variety of scams. I've been called by it before...and by various numbers over the past few weeks trying to pull off the Microsoft scam (namely that something is wrong and you need to give over your computer to them to fix it...but of course they just want access to your computer so they can steal whatever...ID, codes, etc).I answered it because it appeared to be a local number. Eventually he hung up on me after denying that this was a scam and enduring my name calling and racial slurs (things I would never say or think about anyone...but he is a criminal and so no holds barred...he and his confederates have been stealing from the naive and vulnerable...so I feel justified in saying ANYTHING to get under his skin and make his job unpleasant).Bottom line....number being used for a variety of scams. Don't fall for them.
